What is "Click to activate and use this control" message on a Flash ad?

When moving your mouse over a Flash ad using an older version of Internet Explorer, you might see the message "Click to activate and use this control" instead of being able to interact directly with the advertisement. This makes visitors have to click twice on a Flash ad to get redirected to the landing page.

Because of a legal pattern dispute between Microsoft and Eolas, Internet Explorer users can no longer directly interact with ActiveX controls loaded by the EMBED/OBJECT elements. Users can interact with such controls after activating each control's user interface.
